Las Vegas Judge Sets $1 Million Bail for Accused Serial Rapist with Criminal History


LAS VEGAS — A Las Vegas grand jury has indicted 46-year-old Jermaine Billingsley, a man prosecutors describe as a “serial rapist” with a past sexual assault conviction in California.

On Thursday, Clark County District Court Chief Judge Jerry Wiese increased Billingsley’s bail from $200,000 to $1 million, citing the severity of the charges against him.

Billingsley faces multiple charges, including sexual assault, first-degree kidnapping, and battery with a deadly weapon, in connection with two separate attacks on women in October 2022 and January 2023 in Las Vegas.

First Attack: Posing as a Rideshare Driver

In the first incident, a woman visiting Las Vegas testified that she got into what she believed was a rideshare vehicle outside Boulder Station, thinking the driver was taking her to the airport. She recalled feeling intoxicated and relying on the driver’s word.

She later woke up to Billingsley sexually assaulting her. She screamed, fought back, and tried to escape, but Billingsley threw her phone out of the car and ran her over as he drove away.

“I remember clinging onto the EMT lady, just telling her I didn’t want to die,” the victim tearfully testified.

Second Attack: Luring Victim with False Promises

In the second case, prosecutors say Billingsley lured a vulnerable woman by posing as “Marco” and claiming to run a foundation that helps struggling individuals. After convincing her to get into his car, he parked, pulled out a knife, and sexually assaulted her, documents state.

DNA Evidence and Criminal History

Both victims agreed to undergo sexual assault exams, and DNA evidence linked Billingsley to both crimes. Prosecutors also revealed that he was previously convicted of sexual assault in Riverside, California, in 2007.

If Billingsley posts bail, he will be placed under high-level electronic monitoring. As of Thursday evening, he remains in the Clark County Detention Center.
