Russia, which is subject to sanctions, is said to be eager to obtain further military supplies from its ally.
According to the recently published article from The Journal, according to Jake Sullivan, national security assistant to US President Joe Biden, Pyongyang and Moscow are considering “leader level discussions, perhaps even in person” on Russia’s military requirements. Sullivan stated that Russia may use North Korean weapons to strike food supply and heating infrastructure as winter approaches in order to “conquer territory that belongs to another sovereign nation.”
Last week, the US warns North Korea that Russia was already in secret discussions with the North to buy a variety of armaments and supplies for Moscow’s war campaign. According to US and other sources, Kim is expected to travel by armored train later this month to Vladivostok, on Russia’s Pacific coast near North Korea, to see Putin.

According to the recently published article from CNN, the National Security Council reported on Monday that armament talks between Russia and North Korea are “actively advancing,” following Russian defense minister Sergei Shoigu’s July visit to Pyongyang in an attempt to persuade it to sell artillery ammo. North Korean leader Kim Jong Un expects “discussions to continue,” including “leader-level diplomatic engagement in Russia,” according to the council’s spokesperson Adrienne Watson, although she did not specify when or where a prospective meeting between Kim and Russian President Vladimir Putin in Russia may take place.
The Kremlin refused to comment on the issue, stating on Tuesday, “We have nothing to say on the subject.”
The probable meeting between Kim and Putin in Russia was initially reported by the New York Times, who stated that it is scheduled to take place this month.
